It is located at the District 1, at the centre of the city. It was designed to be the home and workplace of the former president for the Republic of South Vietnam. Back then Ho Chi Minh was called Saigon. In 30 April 1975, Saigon fall to the army of Northern Vietnam and the army crashed through the palace and end the rule of the Republic. Hence it is also called Reunification Convention Hall. It is one of the site that ones can should visit if you want to learn more about Vietnam History and spend a few hours there. It is so accessible as it is right in the centre of the city.
